WOBURN, Mass. — A veteran Massachusetts police officer has been charged with raping a 16-year-old girl who was homeless and addicted to heroin at the time of the alleged attacks.

Lowell Officer Kevin Garneau pleaded not guilty Thursday to two counts of rape.

Prosecutors say the girl alleges the 49-year-old Garneau, of Pelham, New Hampshire, raped her three times within two months in 2016 inside a tent she lived in. Garneau at the time was part of a group that worked with addicts.

The girl told investigators that after each alleged rape, Garneau tossed her cash and told her to get help.

Garneaus attorney, Robert Normandin, said his client denies the charges.

Garneau was placed on unpaid leave.
